§ 1-7. Provisions deemed continuation of existing Code or ordinances.

The provisions of this Code, insofar as they are the same in substance as those of the 1979 Code provisions and ordinances heretofore existing, shall be construed as a continuation of such Code provisions and ordinances and not as new enactments.
